Project Process

The Highwood Generating Station will be designed and built using a phased approach as described below.

Phase 1 - Preliminary Engineering

The first phase of the project involves the engineering effort to support permitting and financing activity. The activities include preliminary engineering and consist of the following.

  • Establishment of project schedule and cost control procedures
  • Permitting processes
  • Preparation of a project procedures manual
  • Support for the RUS documentation effort by Southern Montana Electric G&T
  • Final site investigation, including site survey and subsurface investigation
  • Plant evaluation and optimization
  • Development of project design criteria
  • Site plans
  • Preliminary general arrangements and process and instrumentation drawings
  • Control system overview
  • Cycle fundamental plan
  • Equipment and construction package plan
  • Technical specifications for all long-lead-time equipment

Phase 2 - Plant Engineering

Phase 2 of the project consists of the detailed design of the project. The activities associated with this phase are:

  • Development of a "walk-through" 3D model of the plant
  • Civil engineering
  • Site preparation drawings
  • Final grading and paving details
  • Structural and architectural engineering
  • Structural steel drawings
  • Switchyard design
  • Mechanical engineering
  • Electrical engineering
  • Instrumentation and controls

Phase 3 – Procurement Support

Phase 3 of the project will include activities related to the purchase of long-lead-time equipment. This phase may have activities which will be performed concurrently with Phases 2 and 4.

Phase 4 – Construction Packages

Phase 4 will consist of document preparation for the construction packages. These packages will be used for soliciting bids from contractors.

Phase 5 – Construction and Commissioning Support

Phase 5 will include construction and commissioning of all new equipment. Training for operational personnel will be included in this phase. At the end of this phase, the plant will be in commercial operation.
